will I have thermal/compatibility issues, and will this be noisy?

I would go for the 7700 CPU: it's more efficient and cheaper. I would also get a better motherboard: the Prime B650 is pretty cheap and not that amazing. For your big multicore workloads it might prove a limiting factor. I'd get the Tuf board instead.

I'd also recommend a much better SSD setup. Ideally I'd want two, but I'd at least want a better one, such as the Solidigm P41+.

The 7700 and 4070 are pretty efficient and not the most heat-generating components; that said, the Pop Silent isn't the most effective case for cooling... But it is pretty and very quiet.

I would personally want a better case on that build, the Pop Silent really is more of a budget option and not the best with cooling.

The Pop cases are pretty good. I have a Pop Silent Mini (it's an office PC) and it's very well built. That said, the nature of any "silent" case is that it limits airflow and cooling. I would suggest that if silence is a priority, it's a pretty good choice, but I would actually prefer something different, like the Focus 2, the Meshify 2 C, the 4000D, or even the Pop Air (all of which you could order with "send in my own case").
